During the University of Texas School of Law’s 33^rd Annual Technology Law Conference, Austin partner Jonathan Lass will moderate a discussion on effective legal approaches to managing local, state, and federal outsourcing of information technology services.

“As public sector agencies increasingly outsource technology services and store sensitive data in the cloud, they face new data security risks and challenges,” says Jonathan. “These organizations are finding that many of the most important aspects of securing their data take place in the initial negotiation and contract. These speakers are bringing valuable field experience to bear at this session, and I am excited about what our participants will gain from attending this panel.”

Featuring panel speakers Martin H. Zelinsky, former General Counsel of the Department of Information Resources (DIR), and Brian Tulga, formerly of Northrup Grumman and IBM and currently with Cardinal Source Management Consulting, the session will cover the four main stages that are relevant to representing clients in public sector IT projects, including:

1. Pre-Solicitation Phase: Development of the RFP, including the master service agreement (MSA), statement of work (SOW), and service-level agreement (SLA)
2. Solicitation Phase: Publication of the RFP, including the MSA, SOW, and SLA
3. Post-Award Phase: On-boarding selected service provider/transition-in of IT services, and steady-state operations
4. Contract Closeout: Transition-out from the then-current service provider and its IT services to a newly selected service provider to perform these IT services for the public sector agency

Meet Jonathan

Jonathan Lass is a technology lawyer with experience representing both private sector industry and public sector government agencies with technology, corporate, and intellectual property projects and litigation. Jonathan’s IT outsourcing practice focuses on transactions involving critical systems and infrastructure. In addition to technology transactions, Jonathan enjoys immersing himself in a client’s organization, learning its interests and objectives, assisting in advisement of complex matters, and leading negotiation teams to a successful result.

Outside of his legal practice, Jonathan serves as an adjunct professor at the University of Texas School of Law (teaching Negotiations and Financial Methods for Lawyers) and a Board Member of the Austin Symphony Orchestra.
