During the University of Texas School of Law’s 33rd Annual Technology Law Conference, Austin partner Jonathan Lass will moderate a discussion on effective legal approaches to managing local, state, and federal outsourcing of information technology services.
“As public sector agencies increasingly outsource technology services and store sensitive data in the cloud, they face new data security risks and challenges,” says Jonathan. “These organizations are finding that many of the most important aspects of securing their data take place in the initial negotiation and contract. These speakers are bringing valuable field experience to bear at this session, and I am excited about what our participants will gain from attending this panel.”
“As public sector agencies increasingly outsource technology services and store sensitive data in the cloud, they face new data security risks and challenges.”
Featuring panel speakers Martin H. Zelinsky, former General Counsel of the Department of Information Resources (DIR), and Brian Tulga, formerly of Northrup Grumman and IBM and currently with Cardinal Source Management Consulting, the session will cover the four main stages that are relevant to representing clients in public sector IT projects, including:
- Pre-Solicitation Phase: Development of the RFP, including the master service agreement (MSA), statement of work (SOW), and service-level agreement (SLA)
- Solicitation Phase: Publication of the RFP, including the MSA, SOW, and SLA
- Post-Award Phase: On-boarding selected service provider/transition-in of IT services, and steady-state operations
- Contract Closeout: Transition-out from the then-current service provider and its IT services to a newly selected service provider to perform these IT services for the public sector agency
Held entirely online, the 33rd Annual Technology Law Conference will be held May 21-22, 2020, and will also present topics related to “software-as-a-service” licensing strategies, merger and acquisition transactions, privacy and data protection laws and regulations, big data, and E-Commerce. Jackson Walker proudly serves as a conference sponsor. For more information and to register, visit the conference webpage.
