Biography
Heath Armstrong is an attorney in the environmental, legislative, and regulatory group of Jackson Walkerโs Austin office. In his practice, Heath advises private and public clients in government regulation, contested case hearings, and legislative policy. He also has extensive experience working on electric, water, telecommunications, and renewable energy development projects. He has led litigation teams in contested case hearings at the Public Utility Commission of Texas (PUC) and the State Office of Administrative Hearings (SOAH), including electric and water base rate proceedings; electric transmission, generation, and water certificate of convenience and necessity proceedings; and sale, transfer, and mergers of electric, water, and telecommunications utilities. Heath has also represented clients in proceedings involving the Electric Reliability Council of Texas (ERCOT) and has extensive knowledge of regional transmission operators such as ERCOT, the Southwest Power Pool (SPP) and the Midcontinent Independent System Operator (MISO). He has done extensive work on SPP market rules regarding dispatchable generation and regularly interacts with state-level commissioners and their staff, as well as staff for the PUC, ERCOT, SPP, and MISO.
Heath is also litigation counsel for parties in ongoing regulatory proceedings relating to the reliability and resilience of the Texas electric grid, including Coal Combustion Residuals and Effluent Limitation Guideline compliance efforts at thermal generation plants and regulatory evaluations of early retirement decisions by electric utilities. Heath helps coordinate multi-state outreach efforts regarding these and other regulations impacting the electric power sectors, regularly appearing at agency and legislative hearings and energy policy events.
Prior to Jackson Walker, Heath has extensive experience serving as a managing attorney at the PUC and as Central Staff General Counsel at the Texas Senate.
