Jackson Walker is pleased to announce that Catherine (Cathy) Garza has joined as a partner in our Chambers-ranked Electric Regulatory practice in our Austin office. Cathy regularly advises clients in the electricity sector, including investor-owned utilities, power generation companies, retail electric providers, and developers, on regulatory and commercial litigation, as well as compliance issues.

Cathy advocates for her clients in contested proceedings before the Public Utility Commission of Texas and the State Office of Administrative Hearings, focusing on rate cases and regulatory applications. In addition to her administrative litigation practice, Cathy assists with contract drafting and negotiations and addresses the regulatory aspects of transactions, including FCC licenses.
Cathy also brings valuable experience in implementing programs for disadvantaged business enterprises, minority/women-owned business enterprises, historically underutilized businesses, and small business enterprises.

Cathy received her B.B.A., magna cum laude, from Texas A&M University and her J.D. from the University of Texas School of Law.
