Biography
Jeffrey Frost draws on more than 20 years of experience as in-house counsel to advise clients on healthcare regulatory matters, hospital operations, and medical staff issues.
Jeff serves as a trusted advisor to healthcare clients on legal and regulatory matters including complex commercial transactions, mergers and acquisitions, contract negotiations, employment issues, physician litigation, and access to electronic health records. His experience includes advising medical staffs, medical groups, and hospitals on a full range of credentialing, privileging, peer review, and quality assurance topics, as well as assisting hospital administration with governmental investigations, fraud and abuse claims, agency complaints and medical staff hearings. In his previous role, Jeff played an active role in resolving over 100 employment and medical staff disputes through mediation and other alternative dispute resolutions.
Prior to joining Jackson Walker, Jeff served as Deputy General Counsel at an integrated health network with 24 acute care hospitals and more than 200 clinics across Northern California.
Because of this experience, Jeff acts as a collaborative business partner who provides practical legal and business solutions on a broad range of healthcare and employment matters.

How Texas Healthcare Facilities Can Prepare for New Workplace Violence Prevention Standards for Healthcare Workers

On May 15, 2023, Governor Abbott signed SB 240, relating to workplace violence prevention in certain healthcare facilities. The new law became effective on September 15, 2023, and was incorporated into Chapter 331 of the Texas Health & Safety Code. Texas healthcare facilities must meet Chapter 331 workplace violence prevention requirements by September 1, 2024.

Summary of HB 3359: Changes to Preferred Provider Benefit Plans

HB 3359 amends Chapter 1301 of the Texas Insurance Code. Chapter 1301 sets forth the legal requirements and obligations of a “preferred provider benefit plan”. A “preferred provider benefit plan” is a benefit plan in which an insurer provides, through its health insurance policy, for the payment of a level of coverage that is different from the basic level of coverage provided by the health insurance policy if the insured person uses a preferred provider.
