Biography
Tolliver McKinney advises clients, both private and public, on utility, environmental, and other regulatory matters, such as CCN and rate proceedings.
Tolliver came to Jackson Walker from the Environmental Protection Division of the Office of the Texas Attorney General. At the Attorney General’s office, Tolliver represented a variety of state agencies, such as the Texas Commission on Environmental Quality and the General Land Office, in litigation, including administrative appeals, enforcement actions, cost-recovery actions, and claims for breach of contract.
Before his legal career, Tolliver worked for a non-profit for several years. With a background in petroleum engineering, non-profit work, and representation of state agencies in regulatory proceedings, Tolliver brings a diverse and valuable background to Jackson Walker.
